Senior Bermuda Police Inspector Charged with Four Indictable Fraud and Dishonesty Offences

A 51 year-old senior inspector with the Bermuda Police Service has been charged with four indictable offences involving allegations of fraud, dishonesty, and financial exploitation.

David Bhagwan appeared in Magistrates’ Court today, where he was not required to enter pleas because the matters are indictable and will be heard before the Supreme Court.

The court heard that, between a date unknown and June 8, 2026, Bhagwan allegedly dishonestly obtained a 2025 Kia Picanto, belonging to Richard Simons, with the intent of permanently depriving him of the vehicle.

He also faces two counts of making false instruments. Prosecutors allege that on the same date, Bhagwan created false documents with the intention of inducing the Transport Control Department to accept them as genuine, resulting in an act of injustice against Richard Simons.

The fourth charge alleges that between a date unknown and July 10, 2026, Bhagwan abused the senior of Richard Simons by means of financial exploitation.

Magistrate Craig Attridge granted Bhagwan bail in the amount of $30,000 with one surety. As part of his bail conditions, he must be fitted with an electronic monitoring device (EMD), surrender all travel documents, and comply with any additional conditions imposed by the court.

Bhagwan is scheduled to appear before the Supreme Court during the monthly arraignment session on September 8 at 10:00 a.m.

Carrington Mahoney appeared on behalf of the Director of Public Prosecutions (DPP) office during the proceedings.

The allegations remain before the courts, and Bhagwan is presumed innocent unless and until proven guilty.
