Today, the Cabinet Office announced the appointment of Elaine Blair-Christopher as the Director of the Office of Project Management and Procurement.
In this role, Mrs. Blair-Christopher will work under the direction of the Permanent Secretary for the Cabinet Office. She will be responsible for ensuring that all procurement within the Public Service for goods or services complies with the Code of Practice for Project Management and Procurement. Mrs. Blair-Christopher is a certified procurement professional with 28 years post qualification experience in procurement and management.
She holds a Master’s degree in Business Administration from Athabasca University (Canada) and a Project Management Certificate from Grant MacEwan College (Canada). Her professional qualifications include three professional procurement designations, Certified Supply Chain Management Professional (CSCMP (Canada)), Certified Public Procurement Buyer (C.P.P.B. (USA)) and Certified Procurement Manager (C.P.M. (US).
Mrs. Blair-Christopher has worked with organizations such as the United Nations Development Programme (UNDP) as the Chief, Regional Advisory Committee on Procurement in Europe and Central Asia (CIS) region, the United Nations Relief and Works Agency for the Palestine refugees in the Near East (UNRWA), as the Field Procurement and Logistics Officer in Beirut, Lebanon and in Amman, Jordan, and in other technical procurement positions and industries located in Canada, Bermuda, and Uganda.
She joined the Office of Project Management and Procurement in February 2013 as the Procurement Manager. In May 2019, she assumed the position of Acting Director and, in September 2022, was promoted to Director. She has vast experience and knowledge of public procurement and supply chain management. The Office of Project Management and Procurement provides oversight of all Government procurement and capital projects and ensures that government contracts are awarded fairly and in accordance with the Code of Practice.
Mrs. Blair-Christopher’s appointment became effective September 1, 2022.
